Assuming a driver, there are 10992 C. You could say that the riddle doesn't explicitly state the bookbags are on the bus, therefore there would be 14 legs/16 legs with a driver. And when I heard a kid ask this he said "Buses don't have legs silly" so is the question supposed to be How many legs are ON the bus?
