This has nothing to do with Linn, but you can remove shit from cars at the impound. You don't even have to be the owner of the car. My T-Type was stolen and recovered. It sat at the impound for a year (I was never contacted) the current owner was my insurance company, but somehow the person that it was recovered from was allowed to remove a motor, transmission and rear axle. I know this because I talked to the guy that worked in the yard moving the car around. He specifically told me the car had a motor, trans, and axle when it showed up.
