Motion blur is evident but ironically, the center of her face, the nose and mouth are way over processed and over sharpened by miles. They used software to adjust for the motion blur which compounds noise. I'm not saying she doesn't have some minor hairs, but I can produce a similar result on a baby's face through increased tonal contrast adjustments and over sharpening of the image.
