Cop hits you and you get hurt, tough luck, they wont even fix your car your insurance has to cover it. Same thing applies to buses and any other governmental vehicles. I have had a few of these cases at work. Unless you could prove the city employee caused the collision on purpose they are shielded from civil liability by law.
