1996 F250 Help

Hey guys I just bought a 1996 F250 5.8L. So far I've done:

 

Front ball joints upper and lower

Front Brake Hoses

Rear Brake Cables

Wheel Cylinders

Shoes

Rear Wheel Seals

Tires

Air Filter

Spark Plugs

Oil Change

 

The truck has a manifold leak tick tick tick and seems to be down on power a bit, the two could be related can't they? The car throws a code on the highway after running about 20-30 minutes which IIRC is the the exhaust showing lean.

 

The fuel gauge does not work. All the other gauges work, I swapped gauge clusters and all the gauges except the fuel gauge continued to work. The front tank works, the rear does not seem to. I have never put fuel in it though. If you unplug the tank switch the truck will not run. The gauge reads pegged way past full on the original cluster on either tank, on the new cluster it reads 1/4 tank on either tank. 1/4 tank seemed possible but the fact that it doesn't change when you switch tanks makes me think it isn't working. The two clusters are out of different years.

 

How do I troubleshoot this tank issue?

 

Anyone have a passenger exhaust manifold for a 351W F250 2wd?
