It was supposed to be shot in Detroit, but apparently their governor is more of a dumbass than ours. Michigan had some of the highest tax breaks to the movie industry since 2008. They were trying to draw a different industry to the state...and it worked. A lot of movies have been shot in MI and movie studios set up shop. Then, two weeks ago, the new governor unveiled his new budget and almost eliminated all tax credits to the industry in order to get cut the deficit. After that announcement, many projects which already committed to MI immediately pulled out. May have lost the next Batman movie to Chicago too. I doubt the money lost from the movies that won't be produced there now is much less than the $400mil of stimulus money he threw out.
