1998 Hyundai accent multiple issues

Changed the oil in the beater and decided to check the plugs and stuff since it's new to me and seems a bit sluggish. According to ashy white plugs (just short of melting) it's running lean as hell. Car has 137k miles on it and although it was my sisters, I have no clue on the history. I'm thinking maybe a clogged fuel filter or at worst a dying fuel pump, but I've never had this issue and wanted to get some opinions on it. Next issue is I've been hearing what sounds like grinding brakes in the front, when I'm stoping at slower speeds. However, when I checked them tonight, they had plenty of pad left and the rotors were fine.

Have you checked fuel pressure? Have you inspected both sides of the pads and rotors (inner and outer)? have you checked the wheel bearings?(not as likely to be the culprit but a possibility) Both issues sound easy enough to fix, but you'll need to do a bit more digging into the issues to pinpoint the cause.
