Over 600 CHLs invalid due to falsified training

More than 600 concealed-carry licenses issued to gun owners in Franklin and surrounding counties are invalid because three men issued falsified training certificates to the applicants, Franklin County Sheriff Zach Scott said yesterday.

 

An investigation that began in the spring has resulted in felony charges against the men and letters to 613 people who obtained the certificates, which are needed to apply for the licenses. More licenses could be affected as the investigation continues, Scott said.

 

Deputies recently arrested Adam Chaykin, 41, of 2270 Medford Place on the East Side; Ken Fouch, 48, of 2410 Redrock Blvd. on the South Side; and John M. Marshall, 62, of 4988 Attica Dr. in Madison Township. Each is charged with one count of complicity to falsification to obtain a concealed-carry permit, though Scott said the men could face multiple counts when their cases go to a grand jury. A conviction on the fifth-degree felony could mean up to a year in prison and a $2,500 fine.

 

“You don’t see these (cases) too often,” Scott said.

 

Employment records show that Fouch is a Franklin County court security officer. All three men have posted bond.

 

Scott said that Marshall, a certified firearms instructor, sold signed training certificates to Chaykin and Fouch.

 

Chaykin and Fouch, who aren’t trained firearms teachers, conducted sessions that also fell far short of the required training, which includes at least 10 hours of class time and two hours of range time, Scott said.

 

In some cases, they conducted no training at all but provided the certificates for $200 to $300, Scott said.

 

His office began the probe in April and used undercover agents to purchase the illicit training certificates.

 

“One of the guys even got one for his sister,” who wasn’t present for the transaction, Scott said.

 

Scott said the business appeared to be run mainly by word of mouth.

 

Most of the 613 identified license holders are from Franklin County, though some reside in neighboring counties.

 

“Some of these people were probably duped,” Scott said. Others, he suspects, “knew they were being shady.”

 

Recipients of the letters will have 14 days to respond to the sheriff’s office and provide proof that they have taken the correct amount of training to possess a concealed-carry license. If they do not, their licenses will be pulled and they could be charged with providing false information on their applications, he said.
