The cities that subcontract to the camera operating companies (the cameras are maintained privately, one of the reasons cities are so quick to agree to their terms) tell their police departments that the companies have authority to enforce laws, outside the law. The only thing your scenario is missing is a massive payoff to the city. Sounds like some young lawyer looking to make a name for them self needs to take up this case. Every time a new camera popped up, it was promptly shot witha paint ball gun to screw up the lens. Eventually someone started using a .22 rifle. I don't think the cameras are still there... Driving a mini van in New Albany got me a shortcutting ticket. And that same mini van got me a warning for it in Westerville. So yes and very much yes.
