If you squint juuuuust right it could be a jab at Argentina over 1982's Falklands conflict. Clarkson denies the allegations and insists that this was a coincidence, and that they did not have a custom plate fitted to the car. He's lashing out at the Argentinian gov't and protesters, saying the so-called "veterans" that were partaking looked suspiciously like they were ~20 yrs/old. However, that plate is a stretch. Basically just an excuse for a bunch of youths to break stuff. That never happens in the US right? What we do here in the US is protest. It's different.
