"Meet" over e-mail, text, phone? I doubt it was in person.

Most people can spot shadiness from a mile away... just wondering if you 'missed the clues' (of which, half are dead giveaways).

Notaries are a dime a dozen in banks. I go to the bank and get something notarized for free all the time.

...not the type of notary who will notarize someone else's signature after the fact.

The point is people do not want to give out info when it sounds shady and a the story hasn't even been told. If he had a legit need for a notary, that is where he can find one, otherwise he won't get help until we know that we are not helping someone steal a bike.
