Technically the use of a quad on the road can be done if you own a farm and have an SMV plaque on the back. Any farm vehicle with an SMV can be driven on road legally but the law leaves a lot to interpretation by the LEO as to what is a farm vehicle. Not sure if it was legal there either, but they had turn signals horns and street tires (not TT like some might think) They actually had 18's on one of them.
