But it's not an update, it's a new Act of Congress. It also increases the "zone" surrounding, and did bump the penalty to felony. As well as declaring enforcement by federal rather than local authorities. I remember a long long time ago when the KKK was doing a rally in Cleveland and they had to get permits for it. I am just wonder if WBC has to do the same then why do city's grant them the permits?
