Pretty sure there is a stat somewhere, most Encounters happen when the bad guy is close like within 10 yards or something. Practice with an unloaded firearm. What sucks is most ranges won't let you practice drawing and firing (which I completely agree with, too many idiots out there to begin with) but every time I go to my buddy's place I have them load my mags and put a snap cap in there somewhere to simulate a failure to force me to clear, drop mag, draw another load and fire again.
