Yep you missed it. The charges for injuring/killing someone are heavier, but it modifies the current definition of "street racing" to include acceleration, braking, or cornering above whatever the LEO might consider "normal use." So if I'm going down an empty backroad and a cop hears me coming with my engine anywhere above, let's say, 4k rpm and accelerating, I could be hauled in for street racing whether or not I was really over the speed limit or driving recklessly.
