But that theory only comes into play when you know you're speeding. What if you THOUGHT the speed limit was 35 and you were driving 35... but the speed limit was 25, so you get a ticket for going 10 over. What about when the speed limit is 35, you know it's 35, but you drive 45 anyway. That's still 10 over, but now it's a harder punishment because you KNEW the speed limit was 35. My whole point is just, 10 mph is 10 mph, treat them both the same. Hate crime legislation looks to penalize the 2nd scenario more than the first.

I believe maternity/paternity leave is covered under short term disability, I know I get 100% of pay for up to 13 weeks or something, then 40% for disability, but you can enroll in a buy-up to 60%. I know I'm eligible to take disability if my wife has a baby, it's covered under the "care for another individual that is eligible for disability", interesting though.
