Tuned is $25, gets waxed and edges sharpend (should get ride of rust, unless it's deep pitted. Still probable be fine). I would ask them to look at the delaminating too and see if they can fix it. Not sure to what extent the issue is, but I have fixed stuff like this on boards and it's not that complicated.

Ruger 10/22's are pretty reasonable and there are a ton if options with them. My mom and dad got me one 20 years ago. This year my dad and I put a tactical conversion on it and it was a lot of fun. I don't recall them being that expensive. I wanna say $150ish. Well worth it. I'll keep an eye out for you.
