I think it is just straight steel. Went to their site and could not find the friction surface, googled around and found them for $70.

Ill probably go this route.

The guy im buying this flywheel claims the friction plate can be resurfaced with a 3M Roloc pad. Of course my other option is just purchasing the friction surface, as it is replacable. Anyone tried resurfacing one of these in this manner? Here are some pics for reference:
