It seems that Obama would like to continue down the path of disarmament, but maybe the Russians are not so eager to right now. Now, taken on it's own, you might say that this is just an example of a world leader trying to do a good thing for the world, and you'd probably be (at least a little bit) right. Wait, what? So, the disarmed Russian nukes are then being purchased by the .gov, converted, and sold to the US energy industry to power my computer? HOLY SHIT, my computer is BOMB POWERED!!! But seriously, how ingenious of a lever is that to use, politically? And really, why would Russia be uninterested in selling off some more of the nukes it will most likely never use?

So, the Russian conventional military is crumbling, and they are nervous about China being the new Asian superpower. I would want to hold on to some extra nukes too, if I were them. And this is just barely scratching the surface.
