You have a lot of options in that price range. You will need to figure out what type of boat/boating you want to do.
You can pull a tuber with a cruiser or go-fast or jet boat or pontoon.
Think about how many people you want to have on the boat and if you are going to sleep on it or not.
I keep my stored in covered storage in Pataskala. It was $250 for in and out storage for the boating season and it's $300 for winter storage. If you find covered storage in New Albany/Westerville/Lewis Center, let me know.
With the motor off, put the throttle control in WOT position and see if the carb is 100% open. The big linkage should be forward/reverse.
Have you changed the plugs or checked timing? or changed the motor oil/gear oil/
Is the carb WOT? If it is then the boat sounds way over propped. Look at the numbers on the prop it will tell you what the pitch is. You should be spinning at least 1000 RPM more. I bet with the right prop that boat will run 40.

You probably need a different prop if your motor can only rev to 3300. What pitch prop is on it? That motor should be turning 4600-5000 rpm. I bet your boat would run 40 with the right prop.
Both Sam's and Anthony's red boats were Stingrays. Both were late 80s maybe they can chime in. I believe Stingrays are more on the entry level site of boat manufactures.
