Did you try talking to them yet? Simply explain not cool and if they refuse to fix it let them know the city will make them and also you will have a contractor send them the bill to fix the damages they have done to your fence.
City will not do a thing if they are on the property line. His only real option if they refuse to do anything is to go to the HOA. Sadly the only thing the HOA can do is fine them/put a lien against the property which will only affect them when they go to sell. Honestly best recourse is to talk with them and have them move it or even offer to help just to show you dont want to be a dick about it.

NYC has had restrictions like this for years. Know why? 2 reasons: population density and irresponsibility of owners.

Its annoying watching a pleb back into a spot, it's a slow dance on 4-6 loops. Downtown parking garages are dangerous. If I"m surrounded by SUV's and backing out of a spot I can't see from the Mustang. I've seen multi-Dilbert pile ups in the garages before. If I cant secure a corner spot I back in unless im close to behind schedule.
You need that private parking garage. But depending on where I park in our parking garage I will back in as people tend to fly outta there when leaving. I have seen and waited on a woman with a new fusion rely totally on her back up camera and pull in and out of her spot multiple times. Then I back right in on the first try.

I think they have stopped maintaining P1, but P2 is maintained and still very active. Both are still open to use. I live 2 miles from P1.
I guess there is a hidden P3 trail somewhere. Not sure how big it is or where its at but I saw a video of a group riding it or parts of it rather on youtube.

I've been super happy with my Mongoose Canaan Elite. I picked it up used for Cheap. As for you what are you looking for? Hardtail? Of full suspension? If I got a hard tail I would look at a 29er.
As for a full suspension look for some that can lock you the rear shock. I would say look at Gary Fisher but it looks like they were bought out by Trek. Specialized are good as well. Still have my old ass ground control and as hard as I was on it its still in good shape just needs serviced. Would say find a shop take some bikes for a ride or check to see if rental is a option to feel out the bike you are looking for.

Friend of mine did a wall mount for a 65" in a corner had a nice mount setup had a self that came done and held the receiver and a blu ray player.
