More than likely not. Probably violates a privacy policy of some sort. Even vehicle history reports like carfax & autocheck don't show the previous owner(s) names, just dates etc.

I put in with my kayak and paddle past loads of people not catching anything, just to go go my spot on Hoover and catch 20+ nearly every outing. Many of the banks of Hoover are really over fished IMO...esp Oxbow.
