400 without monitor. Also my current computer at work has the inputs by the CD drive to put memory cards in. How much are those?

I don't really do much with computers except sufr the net. I run some programs for work that don't take up a lot of space. Ill have a bunch of music on it. So build me something practical cheap! But not junk. And i want a big monitor like 23"+ LCD.
