rpm / 1.50 x 19 / 1056 = theoretical speed of 59.97, but you need to factor in prop slip which is probably at 10%. Still not bad for a stock sbc.

What kind of maintenance has been done to it that you know of? Almost sounds like a fuel issue from your post. The thunderbolt is pretty reliable, and it either usually works or doesn't.
