Make sure you have the latest drivers/bios/firmware for all your devices. If my IDE cable is slightly loose windows will boot then freeze on me also and someones get stuck at the post screen. Make sure all your shits plugged in snug and do bios/drivers/firmware and see what happens.

If it's an LS! maro check out ls1tech.com and search for it, theres alot of options out there. My fogs are also fine, i upgraded the bulbs to silverstars but my stock bulbs still work -=P

8800GT or GTS is what you need, they can be had cheap and are better then the bastard child 9800gt that came AFTER the GTX 260. The 9800gt is nothing more then a ramped up 9600gt with a g92 core.

Modding the Wii is easy. I've had mine since Day 1 and modded it the week after. DLing games is easy and painless, the only thing thats a bitch is renting a game and copying it, it's easier to just DL it and burn it.
