The TJ 97-06 frames rust out where the rear shackles mount, just a rust point where the weld is over time get worse and worse and can cause the frame to completely rot out, it got better with the body style changes in 07 and newer

Out of curiosity, does anyone make a long tube you could have started with as a base and cut the end and modified as needs to make it fit your needs? Just thinking that if so that would have solved your clearance issue to start

What makes you say it is down on power but think the engine is perfectly fine? What did you by to "tune" it so you say

There are so many factors to that it would be impossible to tell you for sure without actually inspecting the vehicle in person the cause. The alignment could be off causing you to have to correct the steering while in turns , the tires could be causing a issue, there could be bent suspension components.

Yes there is a tool to read the TPMS sensor, no you can not replace it without dismounting the tire

Usually you buy the material and he does the install, he did have tack strip and pad he sold me for cheap but I believe that was extra he had laying around

I can tell you I have never seen a car that has had chips filled and touched up look right, trying to blend all the different levels of paint to be even and also match color is nearly impossible and you will end up spending more money in the long run trying to get it to look right. I would just get it all painted correctly the first time and save the headaches A chip here and there corrected maybe but not a road rashed front bumper
