if you can take it out try turning it by hand, if it was making kind of a squealing sound it sounds to me like the bearings in the motor prolly went bad and the whole motor needs replaced, or you could try taking the motor out and find which pins to put 12v and ground to and see if it works that way.

Try a scotch brite pad to clean it up then just repaint it if you can find a paint that will lay a bit thinner than something that's just gonna cover it up, that or just clean it off with a wire wheel and hit it with clear for protection

Idk if they still make them for newer cars but, they used to sell an 02 sensor bypass, it plugged into the o2 sensor plug and always just gives the computer an optimal reading. If you can find one it would prolly be a good way to get rid of the CEL. check ebay, that's where I know they used to sell em.
