Black talons was never banned, Winchesters just discontinued them due to bad publicity. They were later reintroduced as the Winchester Ranger SXT. Probably only useful in revolvers. Good luck on getting them to feed reliable in semi-automatic handguns.

if you are doing a cheap build, just get a upper from PSA for 289 with BCG and CH. You will not be able to build it cheaper. Also, if you are looking to install a FSB on your own, you need a FSB pinning jig, drill the barrel for the pins, and it's a ton of work. The handguard end plate sits between the raised contour on the barrel right behind the gas port and the fsb. It is secured by the fsb and the barrel and the gas tube lines it up. I would just build an AR15 under 400 dollars. Just sell the extra parts you have.
