Find a honda ct-70 with a title. Tons of aftermarket for them. If you can find a ct-70 without a motor or with a bad motor, honda 110 dirtbike motors can be adapted. A friend of mine in coshocton has a ct-110 with a good bit of work done and did 86mph.

Those s10 wheels should have painted surfaces so I would say start with the least abrasive (no steel wool) and something that will not damage a painted surface. If you just want them to clean up a bit, either simple green or purple power and a brush. If you want to see if they can come back to near original finish, then try a quality wheel cleaner from a reputable detailing supplier. I have been more than impressed with Adam's Polishes products and their Green Wheel Cleaner is the bee's knees.
