I think so (I've seen it too, live really close to it). It's definitely a dark red with some primer gray parts here and there. Just not sure about the wheel's. I'm sure it's the same one. If so, that's horrible. That thing is BEAT and I wouldn't pay that much for it with a motor.... maybe if you could offer him 4 or 5 if it was running.
