TheHaze
Are you familiar with BIOS settings? Also, do you know the specs of the motherboard?

Mr. Jones
Its either really running at 1.3 (bios settings grossly wrong) Or its throttling to save power. Try decoding a video or doing something processor intensive and check back. I know the mobiles did that like crazy.

jfiveeight
sometimes called C1E haltstate also, i would use CPU-Z to check the clocks and voltages on your processor n stuff.

ladyhawke34
To set it to 'Best Performance', click on Start, Settings, Control Panel then System. Click on the Advanced tab and click on the Settings button in the Performance box. Make sure you're in the Visual Effects tab and select 'Adjust for best performance' and click on OK. jfiveeight
To turn off the intel speed-step, when your computer starts up hit "delete" to take you to the BIOS setup. Look in the menus (i can't remember which one it is in off the top of my head) and disable it.
thorne
ummm I think its not what there saying. I think its wrong bus speed. celerons almost always run higher mhz with lower buss speed. If you up the bus speed to the proper bus speed for that chip it would solve your problem. celeron 2.2ghz = 400mhz bus Pentium 4 2.6ghz HT = 533mhz bus
