Regal GS Starter Issue

This is actually for my brother who lives in Denver:

 

My '98 Regal is acting just a little strange. When I turn the key the first time the car doesn't start, however on the second turn the car did start. So with that I was thinking the following things:

 

1. I hadn't ever replaced the fuel filter so it might be clogged.

 

2. Could it be the starter and the solenoid that's not making the right connection until it turns over in the right way?

 

3. Fuel Pump?

 

Well I did #1 first since that was fairly easy, however the car is doing the same. Any thoughts on what I should replace next?

test fuel pressure...

 

 

that or tell him to cycle the key on and off a few times before cranking it, see if that makes it fire up the first try...sounds like the fuel pump is weak IMO. but rather hard to tell

No luck on the cycle of the key. Still doing it. He's gonna test fuel pressure next, unless you can think of anything else...
