What Romney is saying is at a Federal Level there's no need for big gov't to pass further legislation. He's leaving that up to the states just as he did when he was Govenor of MA when he crafted the bipartisian legistion. he believes in enforcing the laws in place and let the states decide should they feel different. Contrast that with Obama who doesn't believe in reaching across the table let alone does he even posses those skills and influence, he comes to the table with "details" aka his way or the gridlock highway.
