If the former, you're probably just stuck, but the latter can often be solved via a certified letter saying "Either you fix this, or I'm opening an escrow at the county courthouse and you're not seeing my rent until it's repaired." There are alot of pain in the butt issues too. I would like to have an inspector come and let me know how serious are my complaints and if I can persue escrow. No independent inspector is going to put themselves at risk doing that. Contact your county or city housing authority for an inspection.
