State will allow 2 quarters to go by with several penalties......then they get shut down. Most never reopen. They're currently looking for an angel investor to clear the tax burden and take over the franchises. Whether that's someone local or HQ isn't clear. HQ probably doesn't like it when their franchises close down and have giant signs basically saying "OUR BUSINESS SUCKS SO MUCH WE CAN'T PAY OUR BILLS".
