That is Phil Hines, and that car is one bad bitch. Depending on the trim he is running, that is a 4.30s to 4.40s car in the 1/8th mile. What makes this race even more interesting is Phil's history with the Street Outlaws guys. A few years ago when they made one of their call out videos, he said he was game. A bunch of smack talk followed up and the boys from OKC would not race him on the track, only on "the street".
