1st step check all conections essecially the ground and all wires going to and from the starter relay, then check for voltage drop on the battery to see if the starter is even trying to engage.

This seems to fix that issue 90% of the time.

Google voltage drop test and YouTube has some good videos to guide you through it.

Not fun or easy but I've done it....anyway, if you jump the solenoid and the starter just clicks I would pull the starter, see if it turns when not bolted into the motor. That should tell you whether its the starter or if its an issue with the gearing and stuff that let's the starter turn the motor.
