IMO, brake fluid might not be the best choice because it can be a bit too harsh and will be absorbed into the metals and could possibly give you problems. I would just go to advanced auto and just pick up some air craft paint remover, spray it on.. let it sit for about 15 minutes and wash the paint off with a hose or power washer if you can get your hands on one.

If it were my car, I'd get a new block especially since it's your head stud threads that are stripped out. Even if you fix it, there's always a chance it can be weak and fail on you once more just causing problems in the future.

A headgasket can be damaged or ruined a couple different ways. There are instances where over time they just deteriorate and simply need replaced. Also for whatever reason if your engine endures excessive heat it can cause a headgasket to go because of head warpage. I'm sure there are more reasons but both I have dealt with personally.
