That's correct as far as I know.I have Ohio American Water Co. where I live and they absolutely SUCK for EVERYTHING.They do sell an insurance for times like that,They will add the monthly fee to your bill and IF something breaks they say they will fix it.I am about to add it because my neighborhood is now 10 years old so it's time could be getting close.Sorry to hear that though that SUCKS!
