I had a skipping issue a while back. They ran a splitter from the wall to my DVR and modem. I just switched the modem to another line and it seemed to fix it for me.

I had to do the same thing. Places were asking too much for replacing my window ($~250). I found the glass at a junkyard and $40 and under an hour later, my window was replaced.
