If I file a complaint with PayPal for money sent to an Ebay seller, who did not send my item, does this usually get refunded? First time I have ever had to do this, and although it isn't more than 20$ in cash, the seller sucks. Just wondering what action will be taken.

He said he would like to stay near home and you guys are pointing out different states, lol. There is a state park in Delaware that is pretty nice, and I believe you can camp there if memory serves me right. Camping = teh win. Bring a cooler full of beer, start a fire, can't beat it.

Andrew is correct on this one. All you need is their information. BUT, I do not believe you need to see a judge. If I remember correctly the BMV will try to contact them for around a month's time, and if that times passes, they will issue you the title. I could be wrong though.
