Calling 911 is not as "Emergency" as it used to be. By the time you get through the automated service and actually talk to the dispatcher (4 minutes) the guy was gone. So hopefully they got pulled over for DUI.

Have them warranty out the strut and do another alignment. I've installed faulty kyb shocks before. Also, with 4 people riding in your car, with possibly stuff in the trunk, will cause excessive tire wear. As when we do alignments there is no weight in the car. Add in 600* +\- and the rear tires will camber in.
