    I don't think I would give him more than $2000, it doesn't even have a full set of fairings. See if you can find what 2001's are going for on ebay or CList without a rebuilt title and compare.

    talk with the guy. you are interviewing him as a rider to see if you would trust this person with a bike you are going to ride. just by making chit chat about riding you can tell if you should buy the bike or be worried its going to fall apart on the way home unless hes a pro liar.

    top clamps should be easy to find on ebay. Those things are hard to sell cause they rarely need replacing, so it should be cheap. Wheels are prevalent on ebay and can be $$$, though you should be able to find a set with rotors already mounted. If you don't like ebay, the WERA boards will have loads of these things lying around.
