As far as the word of law goes, that does not rule out providing cars for people.  It is a very general sentence that can be "interpreted" and enacted to provide means of transportation.  I would usually say "it is unlikely that the gov't would be that crazy to provide cars to people" but at this point in time...I will not rule out anything that is not cut and dry with the gov't.
