That's standard protocol. The scene is bigger than the state fire marshal has resources for so they turn the scene over. The ATF is really the only agency with the resources for a scene that large. Each FD has am investigator that covers small structures and small single family homes. FD turns over to county for large homes and and multiple structures. County turns to state for multi family homes, apartments, commercial buildings and crime scenes.
