On a N/A engine, a boost gauge will read 0 psi at full throttle and read vaccum at any other point. Jeez, even the guy correcting him is an idiot. But it still MAKES vacuum, just not vacuum referenced to ambient (non-pressurised) air pressure. And even at WOT with an N/A car, there'd be vacuum, otherwise the car wouldn't run.
