It's not supposed to, but it works on my 240 and my wife's CRV. You should press the brake a few times to exhaust any stored charge for backup.

yes it does. Some vehicals that are 2002 and newer have several circuits of capacitors that are dedicated to preventing such action, but on 96-01 these systems dont exsist as far as i know.

unhook the neg battery cable. leave it set over night. It works on every single vehicle i have ever worked on that is obd-II. some will just take longer than others because there is a storage of power which is just enough to deploy the air bags in case of an accident and keep codes alive after it has been disconnected
