Definitely 3rd gen Camaro or Firebird.

 

There's one in Hilliard I see a lot, but it's based off an 80's Cougar or something.

 

EDIT, yeah it must be a Cougar, it looks just like this lol...

There were a bunch of those "retro-luxury" cars around in the early-mid 80s. There were versions based off of Mustangs, T-birds and Cougars, F-bodies, 2-door Caprices, Lincoln Town Cars (4-door!), Monte Carlos, Malibus, even front-drive Buick Rivieras and (seriously, I saw it myself at a Super Chevy Show in 98 or 99) an El Camino!

Most of them were kits, but some were pretty well built using just a stock unibody shell and drivetrain.

This is the one Im thinking of. The one you see is owned by Dean Salts.

 

That one is def a third gen.

The biggest perpetrator of these automotive abominations is a company called Zimmer Motorcar Co. http://www.zimmermotorcars.com/

Having seen a few of these, i can say that in spite of the owners swearing up and down that they are "true coach-built luxury cars", they are, in fact, horrifying pieces of shit, rolling deathtraps, and fire hazards.
