Agreed, HOAs suck and will not buy if there is one. Truthfully the actual HOA idea doesn't suck, it's always the drunk with power asshole in charge of them. The good ones have a restriction on the amount they can raise it each year. It all boils down to "read the contract" before buying... Truthfully we were worried about the offer, but we got it down to their asking price and the banks paying closing costs. Closing should be before Dec 30th or before.
