How long until he's out?

You don't HAVE to get one. It's more or less and identification card for online purchases or financial institutions so that they can prevent Joe Blow from stealing your PayPal password and buying a ton of crap on eBay, or using your credit card number to make purchases. In essence, it's a digital way of showing your drivers license to the cashier.

Details about the "trusted identity" project are unusually scarce. Last year's announcement referenced a possible forthcoming smart card or digital certificate that would prove that online users are who they say they are. These digital IDs would be offered to consumers by online vendors for financial transactions.

Schmidt stressed today that anonymity and pseudonymity will remain possible on the Internet. "I don't have to get a credential if I don't want to," he said. There's no chance that "a centralized database will emerge," and "we need the private sector to lead the implementation of this," he said.

Gotcha. That makes sense. I didn't care enough to read the entire thing (obviously). My bad.

So...how long until he's out?

“He causes all, both small and great, rich and poor, free and slave, to receive a mark on their right hand or on their foreheads, and that no one may buy or sell except one who has the mark or the name of the beast, or the number of his name.”

Same quote was (and still is) touted during the implementation of SS numbers.
